The sanction was based on findings that Cooper converted $12,017.51 from customers, without their authorization or consent, by forging their signatures on forms to cause unauthorized redemptions or withdrawals from their mutual funds or variable life insurance accounts, and transferred the funds to his bank account for his own purposes.
